Phone.com's excellent UP.SDK emulator can be downloaded after registering for free from http://updev.phone.com/.
 
Phone.com's browsers are now present in so many devices that not doing tests with it is pretty stupid. The UP.SDK is also a very stable and quick development tool. Just remember that it's an emulator - not a real device.
